Windows 7, PPP adaptor and IPv6

While trying to create IPv6 tunnel with PPP adapter under Windows 7, I found that only when the last 64-bit of global assigned address matched the last 64-bit of link address that are negotiated during PPP negotiation, would traffic being able to route out, otherwise the packet will go no where, this cause me almost two weeks of work.

For example: PPP negotiate the link address as FE80::1, then the assigned global IP could only be ended with 1, like 15::1, even 15::2 will not make the routing work.
